NMC Trustees to consider 2008-09 tuition
TRAVERSE CITY, MI – NMC Trustees are reviewing a draft budget for 2008-09 that includes a 5.5 percent tuition increase for in-district students effective for the fall 2008 semester.
The draft budget also includes a $214,000 reduction in health benefits for NMC employees.
Trustees discussed the proposed budget at their April 21 meeting. Final action on tuition and fees is expected when the Board meets on April 28. The meeting, which is open to the public, is at 6:30 p.m. in the Oleson Center on NMC’s Main Campus. Final action on the proposed 2008-09 budget is anticipated in June.
Current and proposed tuition rates are as follows:

The proposed budget also eliminates the graduation fee, and increases the student health fee by $2. Other fees remain unchanged.
The reductions in employee health benefits resulted after NMC Trustees asked that the college review that aspect of the budget. Without changes to the health benefits plan, NMC’s cost in this budget line would have increased more than 15 percent. With the changes, health benefits costs are expected to increase 2.59 percent.
“We appreciate the difficult work done by employees, particularly NMC’s Benefits Advisory Committee, to arrive at these recommendations,” NMC Board Chair Walter “Jay” Hooper said. “No one wants to increase the cost of benefits, but we also need to do what we can to minimize tuition increases.”
The average NMC employee currently pays 15 percent of his or her health expenses. With the changes, based on new deductibles and co-pays, the average employee will pay 17-19 percent of their health expenses. The additional cost to the average employee would be $800 annually.
Without the $214,000 reduction in benefits, in-district tuition would need to be increased 8.5 percent.
NMC’s proposed general fund budget for 2008-09 is $36 million. Tuition and fees account for 46 percent of the revenue. Property taxes from Grand Traverse County provide 26 percent of NMC’s general fund revenue, and state aid accounts for 24 percent.
As recently as 2002-03, state aid accounted for 35 percent of the budget.
“NMC during the last several years has absorbed reductions in state aid yet served more people – all with minimal tuition increases,” President Timothy J. Nelson said. “NMC employees deserve great credit for finding ways to operate more efficiently, which has kept tuition rates and increases far below that of the four-year schools with whom we compete.”
Nelson also noted that private giving to the NMC Foundation allows the college to award more financial aid to more students than any other community college in Michigan.

Washington to Baghdad: gay bash to come together
Late in the afternoon on Friday, April 11, a State Department insider leaked an official White House memo outlining a 2006 strategy to unite Su'uni and Shia factions in Baghdad through "gay bashing."
"The White House took its cue from the gay pride parades in Jerusalem," said a former U.S. Diplomat to Iraq Drew Collins. "Muslims, Jews and Christians all worked together to protest the event. Apparently the Bush administration felt the same thing would work in Baghdad. And to be perfectly honest, it worked. Nobody likes the gays."
In 2006 there were an estimated 100 roving militias comprised of both Su'uni and Shia members seeking out gays and lesbians throughout Baghdad and its surrounding areas.
"It's perfect because homosexuality is illegal under Sharia law," said Collins. "We gave them a common enemy to fight and it brought people together - it is still brining people together."
The White House is refusing to comment on the story. White house Press Secretary Dana Perino said they are actively seeking out the leak and that the people involved will be punished. The State Department and White House classified the memo as confidential.
What has concerned the U.N. Human Rights Council is the classification of gays as "enemy combatants," as they are therefore subject to torture. The policy advocates water-boarding because, "Torture should avoid using anything with probes, electricity or nudity since the subjects will enjoy it too much and it will have no effect on them."
As of the writing of this article, through a number of organizations including the U.N. and E.U. have issued written statements condemning the memo, no action has been taken to remedy the situation.
In a poll taken over the weekend of Americans' response to the White House memo, 72 percent were in favor of the gay bashing policy, 22 percent were unsure if they supported it, and six percent were against it.
"Finally!" said Richard Keenan, spokesman for the Christian Coalition. "A gay policy we can get behind! Considering how homosexuals have been undermining the progress of our country for 30 years now, I am not surprised to find out they are the reason why Iraq is such a mess. I hope they find them all."
On the whole the response from the GLBT community has been outrage.
"Of Course we are outraged," said Daniel Hutton, of GLADD. "It’s just been tough getting the community together on this one. Hannah Montana tickets went on sale this past weekend and Home Depot was having a sale on hammers, so that's kept the guys and lesbians busy. And we just can't seem to get the bisexuals to make up their minds."
Response from Congress has been slow as well.
"We all know that this is a horrible strategy," said Senate Majority Leader Harry Reid. "But that doesn't mean we need to start doing anything about it."
Senator Obama on the campaign trail said, "Hope! We need a different kind of hope for the people of Iraq. Not the hope of killing homosexuals, but the hope of living in peace. Hope." Senator Obama was forced to quit his speech, however, after he began choking on the word "hope."
Senator Clinton, campaigning in Pennsylvania said, "Of course I do not support this strategy - unless you want me to support this strategy. I'll kill a homosexual myself if it means I'll win this state by 20 points! Come on Pennsylvania - what do I have to do?"
When asked about the controversial memo, the Republican nominee John McCain started to says, "My friends...," but then the Arizona Senator promptly dozed off.

2008 Thailand kite festival 泰國風箏節
Here are pic's from the 2008 Thailand kite festival 泰國風箏節 . I would love to go some time. I flew kits this past weekend. The sun was out. It was close to 70 degrees. The wind was brisk out of the south. The wind is very bumpy out of the south. I would much rather have it come out of the north but it was brisk enough that it was fairly constant. The kites almost fell out of the sky a few times but they didn't make it all the way down to the water. There was a ton of people flying. It was none stop action all day. Anywho. I don't have any TC kite pic's but here are some great ones from Thailand. Some very unquie and amazing original creations.

Chocolate Rain 8Bit Remix
I'm obsessed with this tune. The first time I listened to it I thought it was terrible. Then I found out how hugely popular this song is. There are is an endless stream of covers for this song. This is one of my favorites. It takes me back to the countless hours me and my friends spent playing the Nintendo. I admit it... I am a Tay Zonday fan.

TayZonday YouTube 2007 Music Video Award Winner
Tay Zonday's "Chocolate Rain". If you have not seen this then you are out of the loop. This video has been online less than a year and over 17 million users have watched this video on YouTube so far! Many people have done their own version of this video. It is a truly huge success. I didn't care for the video when I saw it but I love many of the parody videos. Also, I have grown to enjoy many of Tay Zonday's other songs. He has some great original ideas.
